Climate and Growth Management

HB 1181 / SB 5203: Ensure we are incorporating climate change (including sea level rise and increasing storm severity) into Growth Management planning.

Both the Senate and House bills had public hearings on Tuesday, January 17th, with a significant amount of support from citizens, organizations, agencies, and officials.

SB 5203: Was heard in the Senate Committee on Local Government, Land Use & Tribal Affairs on January 17 at 8:00 AM. Results from public positions: 1218 Pros – 12 Cons – 1 Other. Was referred to the Senate Ways & Means committee and heard Thursday, March 23rd.

HB 1181: Was heard in the House Committee on Local Government on January 17 at 10:30 AM with an executive session on January 20 at 10:30 AM
Results from public positions: 1303 Pros – 21 Cons – 3 Other

The WRAP Act – R.I.P. – for now…

HB 1131 / SB 5154: The Washington Recycling And Packaging (WRAP) Act will overhaul how we manage waste here in Washington by implementing Extended Producer Responsibility, which essentially makes the producers of wasteful packaging pay for the end of life of that packaging.

The WRAP Act failed to secure the votes it needed to survive the House.


Trifecta Plastics Bill

HB 1085: This bill will reduce plastic pollution in three ways. It will ban future installations of foam-filled docks, require lodging establishments to replace single-use plastic mini-toiletries with refillable body care products (shampoos, conditioners, etc), and will require any new installations of water drinking fountains to have attached water refill stations.

This bill had its first hearing on Tuesday, Jan 10 in the House Committee on Environment & Energy at 4:00 PM. You can watch the recording here. Huge shout out to everyone who signed in Pro!

Voted out of executive session in the House Committee on Environment & Energy at 8:00 AM on January 26, 2023 and has been voted out of the executive session in Appropriations on Feb 9 at 4:00 pm UNANIMOUSLY, and made it out of Rule on Feb 28th with another unanimous vote, receiving 97 yays and 0 nos!

Currently scheduled for executive session in the Environment, Energy, & Technology Committee on March 21 at 1:30.
